Harvey Rice

Harvey Rice, Esq., First Deputy City Controller

As First Deputy City Controller, Mr. Rice serves as the Controller’s Chief-of- Staff responsible for the management and oversight of 135 employees in the nine divisions within the Controller’s Office: Pre-Audit, Post-Audit, Special and Fraud Investigations, Administration, Financial and Policy Analysis, Pension Affairs, Information Technology, Community Affairs and Legal Affairs. All deputies and division directors report to Mr. Rice.

Harvey is an attorney, having graduated from Temple University in 1979 and the Temple University School of Law in 1991. He formerly served as the PA Department of Education’s Safe Schools Advocate for the School District of Philadelphia under both Governors Tom Ridge and Ed Rendell.

Mr. Rice is a founding member and past President of the Northeast Philadelphia Victim Service (NEVS) organization - a crime victims-rights group. He has served on the Boards of Directors of the Frankford United Neighbors Community Development Corporation and the Frankford YWCA. Harvey was Co-Chair for the Philadelphia Coalition for Victim Advocacy, and the Collaborative Response to Crime Victims.

 

Gerald Micciulla, Post Audit Deputy City Controller

Gerald Micciulla is the Post Audit Deputy and has been a career auditor with the City Controller's Office for more than thirty-five years. As Post Audit Deputy City Controller, Mr. Micciulla oversees a variety of financial, performance and compliance audits involving city municipal agencies and the School District of Philadelphia. His responsibilities also include establishing policies and procedures for staff independence, professional development, project assignment, and career advancement.

A native of Philadelphia, Mr. Micciulla received his Bachelor of Business Administration degree from Temple University in 1973 and prior to joining the Controller's Office worked for a regional CPA firm servicing a variety of firm clients. He is a Certified Public Accountant and a Certified Fraud Examiner. Mr. Micciulla is a member of the American Institute of Certified Public Accountants, the Pennsylvania Institute of Certified Public Accountants, the Association of Certified Fraud Examiners, and the National Association of Local Government Auditors. He has served as a board member of the Government Finance Officers Association of Pennsylvania and is currently an active board member of the Mid-Atlantic Intergovernmental Audit Forum, a regional forum dedicated to promoting communication, coordination, and cooperation among federal, state, and local audit agencies to foster effectiveness and efficiency of governmental operations.

 

John Thomas

John Thomas, Pre Audit Deputy City Controller

John H. Thomas is the Pre-Audit Deputy in the Controller's Office and is responsible for managing the Expenditures and Receipts Control Unit and the Technical Unit. John has been with the Controller's office since January 2006, and especially enjoys his work because it "saves taxpayer resources and prevents inappropriate and unauthorized payments from the city treasury."

A Temple University graduate who also completed graduate studies at the University of Pennsylvania, Mr. Thomas was previously employed by the Philadelphia Gas Commission as a senior analyst. His career has spanned more than twenty years in accounting, auditing, information technology, and financial-policy analysis. He has worked with the Pennsylvania Auditor General’s Office as an audit manager and also in General Electric’s financial management program.

 

Lisa Deeley

Lisa Deeley, Director of Community Affairs

Lisa Marie Deeley is the Director of Community Affairs at the Controller’s Office. Before taking office, Controller Butkovitz held a Northeast Philadelphia office as a State Representative, where Lisa served as the Chief of Staff. Here, she supervised and participated in all office activity, and especially excelled in constituent service as this district served the highest senior citizen population in the entire state of Pennsylvania. Currently, on the Controller’s staff, the Community Affairs Department allows Lisa the opportunity to again serve the public. She establishes direct connections with community leaders and all citizens by attending all civic, religious, and cultural group meetings throughout the city-explaining the purpose of the office, and creating a means of communication between citizens and city governmental bodies. Lisa guides citizens through the red tape to the specific department or agency, while she herself communicates with people working for the city, to bring about resolution to the problem or concern held by the citizen. Currently, she oversees the Controller's Fraud Hotline, the Controller's Innovative Employee Incentive Program, and all functions of the Controller's Community Affairs Department.

Lisa Deeley is a lifelong Philadelphia resident, and likewise a constant in the Rhawnhurst section of the city. She is an active member of her community and serves as president of the Northeast Victims Services, an Executive Board Member of the Rhawnhurst Athletic Association, and a member of the Rhawnhurst Civic Association.

 

Anthony Di Martino, Financial Policy and Analysis Unit

Anthony DiMartino works in the Financial and Policy Unit and is a longtime employee of the City Controller’s Office, where his dedication has stretched almost thirty years. During his career, Tony has enjoyed interacting with other department officials. Tony is a graduate of LaSalle College, where he earned a degree in Accounting. He resides in South Philadelphia with his wife of twenty-six years, Roseanne, and their two daughters.
